  • Develop and implement HSEQ Management System, manage, monitor & report progress of the performance metrics of workplace safety and health, risk management and emergency preparedness programs, HSEQ documentation including ISO systems, legal and other requirements. 

  • Manage & lead a team of safety coordinators. Plan & deploy coordinators on-site for routine/non-routine inspections. Conduct risk assessments to identify hazards, eliminate and/or minimize significant adverse impacts associated with activities, conduct safety briefings and inductions to contractors & carry out routine safety checks on projects, including validating of the PTWs. 

  • Lead & assess vendors’ pre-qualification, onboarding process, and HSE performance evaluations. Manage and review EPC safety procedures and documentation for new EPC or new project sites. 

  • Implement Safety Induction training/refresher for newly hires/existing employees. Plan & develop in house training material/videos, organize & conduct in house training and upkeep training records; 

  • Identify, follow up & manage safety violation, non- compliance, unsafe work conditions and practices, both internally & external parties including authorities. Validate safety inspection observation reports & data on performance evaluation of EPCs & Safety Coordinators; 

  • Conduct incident investigation to identify root causes, establish corrective/preventive measures, and monitor effective implementation of such measures;  

  • Plan and conduct audits, ensuring recommendations are followed up.  

  • Collate & report of HSEQ requirements (local and regional). Validate safety monthly submission from EPC such as RA briefing, Training hours, maintenance regime (Harness, Ladder, lifting gears) manhour and etc 

  • Appointed as the Secretary to manage, organise & present slides for the monthly HSE Committee meeting & act as office fire warden and first aider for Corporate; 

  • Lead HSEQ-related promotional campaigns / applications of awards, newsletter publication, ensuring HSEQ alerts and similar communications are distributed across the organization; 

  • Lead in preparation of tender package and HSEQ plan in accordance with customer’s requirements; 

  • Support & drive initiatives directed by Global and perform any other duties as assigned or indicated by direct supervisor. 



  • Degree in Environment, Occupational Safety & Health, or Engineering related with at least 5 years of relevant Health, Safety, Security and Environmental working experience. Diploma with 8 years of working experience will be considered;  

  • Must be a registered Workplace Safety Officer with Ministry of Manpower and Environmental Control Office with National Environmental Agency 

  • Ability to prioritize and manage multiple tasks; 

  • Excellent written and verbal communication skills (excellent report writing skills, ability to compile and present reports); 

  • Good knowledge of computer skills and MS Office; 

  • Conversant with prevailing HSE standards, codes and industry practices, detailed understanding of local WSH Act, environmental & other legal requirements, regional knowledge will be strong added advantage; 

  • Having experience in ISO 45001, ISO 14001 and ISO 9001 would be an advantage 

  • Proficient in HSE reporting systems - able to establish and maintain a system of records and quality related documentation; 

  • Good people management, stakeholder management, and interpersonal skills.
