Summary: 

The Director, Safety, Security & Business Continuity (“SS&BC”), APAC owns the regional SS&BC strategy, governance and performance framework, providing strategic direction and visible leadership across safety, security, environment, quality assurance and business continuity. The role provides independent risk challenge, establishes regional priorities and non-negotiable controls, and ensures SS&BC is embedded in project development, construction, commissioning and asset operations.

The role operates within the regional and Global SS&BC governance structure and works closely with APAC management, Country Directors, Engineering & Construction, Asset Operations, Project Development and relevant corporate functions. The role requires regular engagement with operating locations and project sites across Singapore, Vietnam, China, Taiwan, Japan and Australia, with flexibility to support additional APAC markets as the business evolves.

Responsibilities: 

Regional leadership and field engagement

• Own the APAC SS&BC strategy, annual priorities, performance framework and operating plan, aligned with Group standards and regional business objectives.
• Define country- and activity-specific approaches reflecting local regulation, market maturity, project pipeline and operational risk.
• Maintain visible, risk-based engagement with construction sites, commissioning activities, operating assets and country teams.
• Establish readiness plans for new or scaling markets, including governance, minimum controls, field coverage, capability and escalation.

Practical risk leadership, governance and assurance

• Own the APAC framework for preventing serious injuries and fatalities, focusing on high-consequence risks, reliable critical controls and visible leadership in the field.
• Set expectations for contractor risk management, Stop Work Authority, incident learning and field verification of critical controls.
• Translate Group policies and regulatory requirements into practical controls suited to each jurisdiction and operating context.
• Define and periodically review non-negotiable requirements, areas for local adaptation, escalation routes, decision rights and reporting requirements; approve or escalate material deviations based on documented risk assessment.
• Oversee audits, incident management, investigations, corrective actions, environmental and quality assurance requirements, regulatory compliance and management-system effectiveness.
• Own the regional SS&BC performance scorecard and provide concise, decision-oriented reporting on material exposures, critical-control effectiveness, contractor performance, assurance findings and overdue actions.

Project lifecycle, business continuity and security

• Define a clear SS&BC engagement model across development, Engineering & Construction, commissioning and Asset Operations.
• Establish triggers, stage gates, deliverables and escalation requirements for SS&BC involvement throughout the project and asset lifecycle.
• Ensure SS&BC expectations are embedded throughout project design, contracting, contractor selection, mobilisation, construction planning, site execution, incident reporting, corrective-action follow-up and operational readiness.
• Ensure critical APAC operations maintain tested business continuity arrangements informed by business impact analysis, recovery objectives and credible disruption scenarios.
• Establish crisis escalation thresholds, leadership roles, exercise requirements, communications readiness and post-event improvement mechanisms.
• Maintain a regional security risk framework covering personnel, travel, sites, assets, threat monitoring, investigations and significant security incidents, with clear interfaces to cyber security.
• Lead regional coordination with country and Global stakeholders during significant incidents or disruptions, ensuring timely escalation, clear decision authority and disciplined recovery.

Stakeholder, people and resource leadership

• Maintain a regular engagement cadence with APAC management, Country Directors, Engineering & Construction, Asset Operations and Global SS&BC.
• Bring forward risk insights, business implications and required decisions before issues escalate.
• Lead the APAC SS&BC organization, including team performance, succession, capability standards, workforce planning, clear accountabilities and delegated authority.
• Own regional SS&BC resource and budget proposals, using evidence to compare permanent headcount, contractors, country resources, shared services and Global SS&BC support.
• Serve as the senior APAC SS&BC representative with regulators, industry bodies, strategic partners, major contractors and other external stakeholders.

Requirements: 

• Bachelor’s degree in Occupational Health & Safety, Engineering, Environmental Management, Risk Management, Business Continuity, Security Management or a related discipline.
• Significant progressive leadership experience across safety, security, environment, quality assurance or business continuity, preferably in renewable energy, utilities, infrastructure, construction or another operationally complex sector.
• Proven ability to lead regional or multi-country teams in APAC and influence senior stakeholders in a matrix organization.
• Strong knowledge of management systems, assurance, incident management, risk assessment and regulatory compliance, with working knowledge of relevant standards such as ISO 45001, ISO 14001 and ISO 22301.
• Demonstrated experience advising executive leadership, presenting material risks to senior governance forums and converting risk insight into business decisions.
• Demonstrated leadership of contractor safety, high-risk construction or operational activities, and significant incident or crisis response across multiple jurisdictions.
• Ability to translate corporate standards into workable local operating arrangements.
• Willingness and ability to travel regularly across APAC, including to construction sites and operating assets.
• Postgraduate qualifications; relevant safety, security or business continuity certifications; construction and asset-operations experience; crisis leadership; and exposure to new or scaling markets are desirable.
