Responsibilities
- Develop and implement HSEQ Management System, monitor progress of the performance metrics of workplace safety and health, risk management and emergency preparedness programs;
- Administer HSEQ documentation including ISO systems, legal and other requirements.
- Conduct risk assessments to identify hazards, eliminate and/or minimize significant adverse impacts associated with activities;
- Administer vendors’ pre-qualification assessments, onboarding process, and HSE performance evaluations.
- Manage and review EPC safety procedures and documentation for new EPC or new project sites.
- Coordinate newly hires Safety Induction training and refresher course for existing employees;
- Conduct safety briefings and inductions to contractors & carry out routine safety checks on projects assigned.
- Identify, follow ups & manage record keeping for safety violation, non- compliance, unsafe work conditions and practices, collate safety inspection observation reports & data on performance evaluation of EPCs;
- Develop in house training material/video, organize & conduct in house training and maintain training record;
- Plan and conduct audits, ensuring recommendations are followed up.
- Conduct incident investigation to identify root causes, establish corrective/preventive measures, and monitor effective implementation of such measures;
- Administer HSEQ reporting requirements (local and regional). Collect safety monthly submission from EPC such as RA briefing, Training, maintenance regime (Harness, Ladder, lifting gears) manhour and etc
- Assistant Secretary, administer monthly HSE Committee meeting to organise, establish & present slides;
- Administer HSEQ-related promotional campaigns / applications of awards, newsletter publication, ensuring HSEQ alerts and similar communications are distributed across the organization;
- Assist in preparation of tender package and HSEQ plan in accordance with customer’s requirements;
- Act as office fire warden and first aider;
- Perform any other duties as assigned or indicated by direct supervisor
Requirements
- Degree in Environment, Occupational Safety & Health, or Engineering related with at least 5 years of relevant Health, Safety, Security and Environmental working experience. Diploma with 8 years of working experience will be considered;
- Must be a registered Workplace Safety Officer with Ministry of Manpower and Environmental Control Office with National Environmental Agency
- Ability to prioritize and manage multiple tasks;
- Excellent written and verbal communication skills (excellent report writing skills, ability to compile and present reports);
- Good knowledge of computer skills and MS Office;
- Conversant with prevailing HSE standards, codes and industry practices, detailed understanding of local WSH Act, environmental & other legal requirements, regional knowledge will be strong added advantage;
- Having experience in ISO 45001, ISO 14001 and ISO 9001 would be an advantage
- Proficient in HSE reporting systems - able to establish and maintain a system of records and quality related documentation;
- Good people management, stakeholder management, and interpersonal skills.
